Creating routines for multisite implementation


Eugenia will present joint work with Andrew Davies, Lars Frederiksen and Andreas Hartmann. Drawing on an in-depth case study of a large public utility (England’s Highways Agency), we examine how organizations create and develop new routines when the aim is to implement them across multiple sites. In contrast to the standard literature on replication, which focuses mostly on the case in which an existing template has to be copied exactly and faithfully implemented across multiple sites, our study focuses on the creation of a new routine in the absence of a template and when “copy exactly” is not the desired outcome. In contrast to the standard two-phased model of replication, our study provides a fine-grained analysis of the four steps involved in the entire life cycle of routine creation and development: envisioning, experimenting, entrenching and enacting. We focus on the interaction between the strategic unit responsible for designing the new routines and the operational units responsible for their implementation, and how their interaction shapes the process of routines development.
